Residents of Lake Forest, Portola Hills and Foothill Ranch can qualify for the ZERO percent deferred loan or a 3% loan for home improvements depending on income and other requirements. Eligible improvements are roofing, windows, garage doors, painting, plumbing, heating, driveways, kitchen and bath repairs and other common home improvement items.
